AMITA HD to Accelerate Preparations for Circular Materials Plant in Indonesia and Feasibility Study in India: AMITA-proposed Low-Carbon Initiatives for Two Countries Receive Official Sanction from MOE of Japan

AMITA HOLDINGS CO., LTD., today announced that two low-carbon initiatives for Indonesia and India jointly proposed by the Company and its corporate partners, as well as the City of Kitakyushu, have received official sanction from the Ministry of the Environment (MOE) of Japan.

In the Indonesia project, the AMITA Group will work toward launching a circular materials plant in fiscal year 2027 -- conducting surveys on feedstock availability, commencing construction, and building the operational framework. In the India project, the Group will continue its feasibility study on supplying alternative fuels and raw materials (AFR) in major industrial clusters, laying the groundwork for a full-scale commercial launch from fiscal year 2027 onward.

Going forward, the AMITA Group will, with AMITA CIRCULAR DESIGN SDN. BHD. (ACD) as its regional headquarters, accelerate the deployment of a circular resource model that supplies previously untapped industrial outputs as AFR to Asian manufacturers facing rising crude oil prices and procurement risks.

1. About MOE-sanctioned low-carbon collaborative projects

Under the City-to-City Collaboration for Zero Carbon Society program (the Program), Japanese private businesses and research institutions collaborate with the nation's municipalities and partner cities in developing countries to implement a comprehensive package of cooperative actions. These actions encompass various initiatives, such as conducting joint studies on developing and implementing carbon-neutrality solutions, providing assistance in formulating the sustainability policy and legislation, and developing local talent. The projects selected for fiscal year 2026 are scheduled to commence around May 2026 and conclude in February 2027.

The AMITA Group has been participating in the Program since fiscal year 2020, steadily advancing surveys and groundwork in Indonesia and India to promote the circular use of industrial outputs and decarbonize the cement industry. With natural resource depletion and growing geopolitical instability disrupting supply chains, securing energy and resources has become a national priority. As the need for circular resource models intensifies, so does the demand for reducing procurement risks and building more sustainable industrial models. Building on the achievements of previous years, the Group now moves into a more concrete commercialization phase this fiscal year to recycle and reuse industrial outputs within the region.

Project name

Scaling and Diversifying High-Quality Industrial Output-Derived AFR in Partnership with Cement Plants

Project area

Banten Province, Indonesia

Description

This project promotes the decarbonization of the cement industry -- a cornerstone of infrastructure -- and the development of a sustainable circular resource model through city-to-city collaboration between Kitakyushu and Banten Province, Indonesia. The Program operates on a three-year cycle. Following Phase 1 (FY2023-2025), which established the joint venture structure and demonstrated commercial viability, the project now enters Phase 2, targeting full-scale commercialization. Phase 2 builds on Phase 1 survey results covering industrial output generation and the use of alternative resources in cement production, advancing the establishment of a high-quality AFR manufacturing and supply framework while pursuing JCM (Japan's Joint Crediting Mechanism) project development.

Background of the project and the AMITA Group's role in it

The Indonesian government has been accelerating the proper management of industrial outputs at a national level, including through presidential decrees. Moves to enhance transparency in industrial output management are fostering a market environment that properly values the advanced resource-recycling technologies that the AMITA Group has cultivated in Japan and Malaysia.

In the Indonesia project, the AMITA Group will focus on establishing a supply framework for cement AFR derived from recycled industrial outputs, building on the achievements of prior surveys and the establishment of joint ventures with local partners. Specifically, the Group plans to commence construction in autumn of this fiscal year, with the aim of launching operations at the circular materials plant in fiscal year 2027.

In addition, leveraging the Group's experience with electronic manifest operation support (EDI system) in Japan, the Group will also explore the feasibility of supporting Indonesia's Ministry of Environment in building a traceability system for industrial output management.

India

Project name

Developing Low-Carbon, Circular Eco-Towns in India

Description

In collaboration with the city of Kitakyushu, one of Japan's pioneering Eco-Town municipalities, and the Ramky Group, which operates industrial waste management businesses across India, this project conducts a feasibility study on developing low-carbon, circular Eco-Towns in Telangana State, where the Ramky Group is headquartered. The study leverages the know-how of Kitakyushu and its member companies in recycling industrial waste and byproducts and utilizing renewable energy. Specific activities include:
i. Commercial feasibility assessment of recycling industrial outputs (conversion to alternative fuels, green infrastructure use of construction waste, etc.)
ii. Energy-efficiency diagnostics and evaluation of technology adoption for corporate facilities
iii. Policy framework development and institutional support for Eco-Town development

Background of the project and the AMITA Group's role in it

India, on track to become the world's third-largest global economic powerhouse by 2030, driven by an IT industry approaching USD 300 billion in revenue and rapidly expanding manufacturing, faces a projected 1.5-fold increase in industrial output volumes by the same year, making environmental infrastructure development an urgent national priority.

Building on surveys conducted in prior fiscal years in Telangana State and other areas, the AMITA Group this year will conduct surveys and a commercial viability assessment on supplying AFR to cement plants in industrial areas with higher concentrations of recyclable industrial outputs. The Group will also advance the Eco-Town (industrial recycling complex) initiative in Telangana State, where it has an existing partnership.

These assessments will be conducted in collaboration with the Ramky Group, India's largest environmental business operator, with which AMITA HOLDINGS signed an MOU in 2024 on business feasibility. (For more information on the MOU, please click here.)

3. What these projects mean to the AMITA Group

In Indonesia, the AMITA Group will intensify efforts to build its operational framework for the circular materials plant, commencing construction and continuing surveys of industrial output generators, with the aim of launching operations by 2027. In India, the Group will conduct a more rigorous commercial feasibility assessment in Telangana State and other key areas this fiscal year, building the foundation for a full-scale commercial launch from fiscal year 2027 onward.
